The Roadmap to Secure Control Systems in the Energy Sector is a groundbreaking strategy for protecting all energy control systems from intentional cyber assault within ten years. The Roadmap was developed through an unprecedented collaborative process that was led by energy owners and operators and funded by the U.S. Department of Energy in collaboration with the U.S. Department of Homeland Security and Natural Resources Canada. The Roadmap outlines a strategic framework for improving cyber security in the following sectors:

  • Electricity
  • Oil
  • Natural gas

The Roadmap seeks to align currently funded efforts and guide future investments within government and industry. It includes a guiding vision, key trends and challenges, goals, milestones, and activities over a 10-year time frame. Milestone are organized around four goal areas: 1) Measure and Assess Security Posture, 2) Develop and Integrate Protective Measures, 3) Detect Intrusion and Implement Response Strategies, and 4) Sustain Security Improvements. The Roadmap considered the needs of legacy systems, security tools and practices, identifying strategic risks, and control system architecture.

The Roadmap provides a template for industry and government action. As such, it marks a beginning rather than an end. It will require continued refinement, commitment, and support from industry and government to fulfill its promise in the years ahead.
